'SAFEGUARD CLAUSE?"

Captown, Feb. 19. The joint sitting of the Assem- bly and Senate after a two hours' debate, to-day granted a second reading to the Natives Parliament- ary Representation Bill.

In the course of the debate, Gen- eral Smuts, the leader of the up- position, moved: that all the Native Bills should be referred to a national convention for a com- prehensive survey of the native .question.

The Assembly and Senato ad- journed till Monday, allowing a week for the joint debate, but as Mr. Mertzog only obtained leave to in- troduce the Bills by a majority of oight in the joint sitting, the chance of obtaining the required two-thirds majority is manifestly impossible.

General Smuts declared that he had got a very strong impression from the Government's attitude that they did not want to solve the native question, but to use it to make political capital.

Replying to questions, General Hertzog intimated his willingness to, insert a safeguard for the na- tives.-couter.

This story is set in gorgeous surroundings; the pomp and circumstances of the Russian aristocracy, before the ro- volution, when Russia's court was the gayest in the whole world, Edmund Golding, dramatist and sureen director, scored a distinct triumph in his direction of the Russian masterplece, and the cast is well chosen, George Fawcett is a compelling figure as the stern old Grand Duke, and Brandon Hurst is A sometimes sinister but always in- teresting character ᏱᎦ Count Karenin, while Emily Fitzroy's characterization of Countess Betsey leaves nothing to be desired. Little Phillippe Du Larcy plays the heroine's gon In a well-balanced per- formance. Court functions, mill- tary maneuvres, the snow scenes, and other brilliant detail embellish the huge production, one of the most lavish screen plays the pre- sent season has seen.

BANVARD COMPANY'S BIG SUCCESS.

The first of the series of musi- cal comedies produced at the Star Theatre by the Bunyard Com- pany, proved to be a very accept- able tit-bit with a large audience, who applauded most enthusiastic- ally when it was performed last night, "Tip Toes" as the play was named, haa hardly a plot worth mentioning, but ou 'It is [hung a mass of witty dialogue and musical numbers, which kept the audience amused and charmed at turns. Miss Gay Dukes, took the title role, and demonstrated what} we have always' auspċeted'hor to be, an accomplished actress as well as a most charming singer.

The chorus were as lively as ever, their frequent appearance contributing much to the enjoy ment of the show.
