What Napoleon Snid, The idea of the Channel Tun- nel dates back considerably more than a hundred years. When Charles James Fox came over lo Paris in 1802, after the Peace of Amiens, Napoleon said to him that' it was "one of the great things which we might do together." Fifty years later, when Napoleon HII, anxious for closer political re- lations with England, had given his patronage to the plan, to which the engineer, home de Gamond, kad devoted a great part of his life. Queen Victoria is reported to have said that all the woinen of Eng- Juid would bless' de Gamond's name for saving them from sea-sickness. It was under Napoleon III, that active diplomatic negotiations be- tween the two countries on the sub- ject were began. Both the Glad- stone Government of that date and the Disraeli Government which fol- lowed gave their assent to the releme through diplomatic chan- ncia, and in 1875 a joint interna- tional committee drew up and sign- ed the 'protocole" of a treaty on the matter, which contained eiquses allowing either country to flood or destroy the tunnel on the condition of Indemnifying its own company but not that of the other country.
It was at the time of the ne- kotiations for this "protocole" that the French company obtained its concession, and the South-Eastern Railway promoted a Bill which authorised It to start work at the foot of the Shakespeare cliff.
