Shanghal, Oct. 28, The Nationalist Government Overseas Affairs Committee to-day ordered the detention of a Spanish steamer lying at Taku Bar off Tientsin, on the grounds that the stoamer waa engaged in the trans- portation of Chinese labourers for colonization purposts In the Spanish colony located on the West coast of Africa south of Morocco.
