All the correspondence relating to the much criticised Anglo-French naval compromise has been published in the form of a White Paper, and Lord Cushendun, in authorising its issue, hopes that it will place the matter in its true perspec- The accord evolved from conversations between Sir Austen Chamberlain and M. Briand in Paris in March, and after some disagreement in the attempts to find a solution of the impasses, the French Government decided to fall in with the wishes of the British Government relating to limitation by classes, 'and two classes were added to those already limited by the Wash ington Treaty.

Japan expressed "sincere concurrence" with, the prin ciples of the agreement, but urged a reconsideration of the clauses dealing with the limitation of 10,000-ton cruisers and large submarines, since the Japanese Government believed it impossible to set inflexible limits to these types which antisfy all nations.
