Trials were run recently of a new launch fitted with an Allan Craig 20/24 p.h. four-cylinder ani, fitted with reduction gear, which has recently been built for a firm of shipowners in Liverpool. The results were very successful, and the engine ran without a hitch throughout the Trial.

What do theso figures show? Do they indicate that the Ameri- can people are becoming alarm- ingly careless at the wheel of an automobile or while walking upon the street? Do they mean that modern cars are too fast, or too ineffelent to be safely operated on our system of highways?

A careful analysis of highway accident statistics will show the Tho latter to be largely untrue. principal causes of highway neci- dents, it will be shown, ara lis- courtesy and carelessness on the part of both drivers and pedes- trians. The statisties prove the following points:

1. That the most impor- fant causes. of highway accidents where motorists are principally at fault are. in order of their importance-in attention, speeding, traffic Jaw violation and intoxication. Of the 26,618 killed in 1927, motor- ista were at fault in 11,765 fatali- ties, and all but 1882 were attri buted to the above causes.

2. That the most important cauacs of highway accidents where motorists are principally at fault are children playing in the street or crossing in violation of traffic law, adult jay-walking, inattention and confusion. Of the 11,367 deaths caused principally, by pedestrians in 1927, all but 1,250 were attributed to these causes,

3. That adverse physical condi- tions, such as wet streets, defer- tive ronds, poor lights and narrow streets, caused but 3,586 deaths.

4. Thint the human; factor is res- ponsible for 95 per cent, of all ne- cidents.

6. That the human factor which causes highway accidenta ia largo- ly the result of certain definable physical conditions, such as com- plex traille laws, traffic congestion, discourtesy on the part of fellow motorists, carelessness on the part of fellow mótorists, fatiguo, physi- cal incompentency, lack of confid- ence and the improper conduct of pedestrians,

6. That approximately 60 per cent of all fatalities are modea- trians.

Children Killed.

7. That more than 30 per cent, of all fatalitica are children of school age.

8. That accidents involving pedestrians continue to climb in number much faster than accl- dents involving only motorista,

The American Road Builders' Association has collected much data related to the causes of high- way accidents. The organization has used, in addition, much infor- mation already made available by other associations interested in the safety problems. The road or- ganization has launched as a re- sult of its studies a national high- way safety campaign, based upon what it believes to be the funda- mental principles of highway ac cident prevention. These prin- ciples are in brief:

1. That all cities and communi- ties should undertake local cam- paigns to educato pedestrian traf- fle in the principles of courtesy and caption while on the public street or highway, The use of common sense is recommended th lieu of complex traffic rules,

2. That all States should adopt 'a system of examination and licensing of motor vehicle drivers, 9. That the adoption of the uni- form codes of States and muni elpal trafic laws based on the re- port prepared by the national con. ference on streat and highway safety is desirable.

4. That the education of drivers in the principles of courtesy and caution should be undertaken in all communities.
