The Budget debate at the Tegle- lative Council meeting yesterday afternoon caused a fairly lato sit ting, and, in addition to the two speeches which we gavo yesterday, brief addresses were made by the Hon. Mr. A. C. Hynes and the Hon. Mr. J. Owen Hughes. The main offelal reply was made by the Hon. Colonial Secretary, during which he made an important announce ment on the water surely problem. Hon.
