With reference to my Letter of the 27th instant, I am directed by Earl Grauville to request that you will inform the Earl of Kimberley that a Leligram has been received fram Her Majesty's Minister at Madind stating that orders will be sent immediately by the Spanish Government to the Authorities at Manila to afford protection to Her Majesty's Consul.
