IMPORTANT CHANGES.
The draft has been issued of an Ordinance to amend the Chinese Extradition Ordinances, 1889 and 1927.
The "Objects and Reasons" at- tached to the Bill state that the abnormal and almost unprecedent. ed constitutional condition of China, and the constant shifting of authority there, make it very dificult to legislate on any subject which, like extradition, is of an international character. The Chinese Extradition Ordin- .ance, 1889, Ordinance No. 7 of 1889, was recently amended by Or- dinance No. 17 of 1927, but already fresh points have been raised or auggested, and further legislation
seems necessary,
