Rome, May 19, Signor Mussolini unexpectedly took part yesterday, during a meet- ing of Senate, in a debate cerning the Fascist Bill for the reform of national representation, and, in reply to criticiams of several Senators, justified the Bill on the ground that the Trade Union repro- Bentation which It provided. was nearer to real representation of the people's will than the old many party system.
"At the conclusion of his speech a voto was taken, and out of 208 Senators present 161 voted in favour of the Bill and 45 against.
