The Nationalist Government expresses regret for the out rages and promises full reparation in accordance with the decision of a Joint Commission which will be set up to assess damages in each individual case.

General Hwang Fu sought to obtain an expression of regret for the firing on Socony Hill by the U.S.S. Noa and the U.S.S. Preston, but Mr. MacMurray informs him that in the opinion of the American Government the warships had no alternative. The American Government deplores that circum stances beyond, its control necessitated the adoption of such measures.

In the last Note, the Nationalist Government suggests that steps may be taken for the revision of existing treaty, and Mr. MacMurray replies that though he does not see that treaty revision can be considered germane to that of amenda to the American Government for Indignities, he is not averse to setting forth what he had already made known in his conversa- tion with General Hwang Fu last month..
