A report having reached hord Granville that it was the intention of the
French Government to annex the Province
of Tonquin to their popesions in Cochin China, His Lordship addressed a
despatch to Her Majesty's Ambassadors
at Paris instructing him to accertain
from the French Government whether under Secretary of State
Colonial Office.
