THE EX-MAYOR OF MANILA,

Papers recently received from Manila tell of the sudden death from heart failure of Dr. Justo Lukban, former mayor of Mani- la, who won the title of "Honest Don Justo" because of the fact that he was a poor man when he accepted the position and poorer still when he left it.

Dr. Lukban was well known in Hongkong, where he at one time lived. He was born in 1866 in Labe, Camarines, and was educated at the San Juan de Letran College, taking his degrees as F1 doctor of medicine at the University of Santo Tomas.
