The proceeds of the Loan will be applied to the pur- poses specified in the Schedule.
The Principal and Interest on the Loan are guaranteed by the Government of Hong Kong and are secured by the revenue of the Colony.

So the new act has been brought in. Under it editors, proprietors of newspapers and the publishers. have to be licensed. This licence can be withdrawn at any time by the responsible official, and cannot be again granted under a year: If it be granted the editor and pro- prietor has to deposit Tes. 2,000 and should the licence again be withdrawn this money stands for- feit."
