So the new act has been brought in. Under it editors, proprietors of newspapers and the publishers. have to be licensed. This licence can be withdrawn at any time by the responsible official, and cannot be again granted under a year: If it be granted the editor and pro- prietor has to deposit Tes. 2,000 and should the licence again be withdrawn this money stands for- feit."
