Canton, Sept. 21. Mr. Tam Tai-chin is again in trouble. It will be remembered that this gentleman, as, hond of the Water Supply Company when the Government levied the loan according to the total capital of the company, refused to submit to the Government and to furnish money! For this, he was cast into prison and remained there until a sum, in the region of $120,000 was paid by his Company. He was then released by the prison and police officials, but apparently this act was not in accordance with the wishes of the Central Executive Committee, this body having ordered that he be re- pur-arrested. This was accomplished on the evening of the 18th, and it is now stated that, thero' is a
