Judge Chao of a Hankow Court created history in China in his just and praiseworthy judgment which he rendered in the case of the chauffeur who on Tuesday last ran over and seriously injured a sixty-three year old Chinese on tho Bund. The car he was driving was an official machine in which Dr. C. C. Chang, Acting Minister of Finance, was riding at the time. In his judgment Judge Chao fearlessly accres these officials who have felt that breaking the laws, was an official prerogative and points out that offelals are not the masters, but the servants of the people.

A notable feature of this case is that instead of the official "giv- ing a few dollars to quash the case," for the first time in the entire history of this district an official has actually been ordered flatly by the Court to pay 1 stated amount and sufficient com- pensation to the injured party, and that without.official permission an com- official chauffeur has been mitted to jail for a period of six teen months.

WIDER SCOPE OF MEMORANDUM.,

An extraordinary general meet- ing of the company was held yes- terday in London for the purpose of making certain alterations in the memorandum and articles of association.

Amongst the reasons that he gave was that, at the time that the company was incorporated, its activities were practically confined to manufacturing and exporting tobacco goods, whereas now, in all the important countries which the company traded, the business was carried on by a com- pany incorporated in the country the result that concerned, with the bulk of the company's profits to-day arose from the receipt of dividends and not from direct trading.
