Before a crowded House of Commons, which included the presence in the galleries of foreign Ambassadora, Mr. Stanley Baldwin declared that, subject to the approval of Parliament, the British Government had decided to break off its present relations with the Russian Soviet, to require the recall of the Soviet mission in London, and to recall the British mission at Moscow,

This was in view of the disclosures made in the course, of the raid on Arcos, Limited, which, as the Promier proceeded to show, brought to light the widespread subversive propaganda espionage being carried on under the cloak of the Soviet trade delegation to London.

It was now definitely ascertained that the Soviet Government was detively associated in the anti-British campaign in China, and that Borodin was the accredited agent for this work, In this connexion, Mr. Baldwin rend extracts from an official telegram that had been discovered.

Lithuania is expected to break with the Soviet, following the discovery of espionage; and the French Government, though. not believed to be likely to effect a definite breach with Moscow at present, is expected to intensify its anti-Communist precau- tions, as a result of the British action.

London, May 24.

The House of Commons and the galleries were crowded in antici- pation of a statement by Mr. Stan- ley Baldwin on our Russian rela- tions.

The German and Japanese Am- bassadors were among the numer. cus diplomats present.

The statement was made in re- ply to Mr. J. R. Clynes, who ask. ed for information with regard to the recent Arcos rald.

APPREHENSION.

The feature of the China news continues to be the big military successes which have been gained by this Southern forces, and it is now becoming apparent that the Northerners have suffered a major defeat along the Yangtaze River, have been driven most of the way through the Province of Honan, and are concentrating at Hsuchowfu, which is the gateway into Shantung.

The Northern forces concerned are those of Marshal Sun Chuan-fang, it being reported from Chinking that they are put- ting up a strenuous opposition and, contrarily, from. Nanking that they are offering little or no resistance. At all events it is clear that the Southern successes in the Pukow-Tientsin sector are particularly important and that the Shantung forces are preparing to make a final stand. There is much apprehension in Tsinan.

There is also much uneasiness in Japan on account of the fact that there are some 80,000 Japanese in Shantung likely to be affected in the event of a Southern invasion. There has been an important conference between the Premier and the Ministere of War and the Navy regarding, emergency measures to prevent any possible repatition of the Nanking outrages.

The situation in Hankow remains grave, the food crisis becoming increasingly acute, many of the lower classes literally starving. There has been a run on the China Bank, armed guards being posted to prevent crowds forcing an entry. Large numbera of wounded are arriving from the northern front, where the Fongtien forces are reported to have gained a victory.
