It is hardly surprising that the graphle stories of the outrages perpetrated at Nanking by the Cantonese soldiery against Bri- tish, American and Japanese na- tionals, including women, should have caused such a stir in both the United States and Japan, where the particulars were first officially given out, as to have led both Governments to approach the British Government with a sugges- tion for the joint consideration of the matter and of the measures to be taken in connexion therewith. A joint diplomatic move may be ex- pected, but any protest would be futile were it not accompanied by a stern demand for signal redress by the Cantonese Government, and

Peking, April 19.-With refer- ence to the protest of the Soviet Government dated April 10 fled with the Peking Government, the Walchlapou forwarded a Note to the Moscow Government on April 16, refuting the protest of the Mos- cow Government.

Declaring at the butset that the search of an Embassy his not a few precedents in other countries, the Soviet Government itself once conducted such a search, the Note proceeds to say that the reason why the Chinese soldiers searched the former Russian garrison is that some disquieting elements nestled in the building and attempted to overthrow the Chinese Government and to create disturbances in the Capital, by forming an organ,

Chang Hui-tz, commander of the 2nd Division of the 4th Nationalist Army, and Liang Wang-chi, 30, the general's servant) were arrested on Thursday when they went to the police station to claim the cars. The third accused was a student of the Kuang Hus University in Great Western Road and the son of the general mentioned.

A General's Pass.

Impressively frank, as are the statements made by Mrs. Giles, Mr. Brown, and other eye-wit- nesses and sufferers, including Japanese, such statements are yet bound, for obvious reasons-at any rate in their published form to avoid the most revolting de- tails of the treatment meted out to some of the women members of the foreign colonies.

The Chinese Government, there- fore, was compelled to carry out the search in self-defence, it states, and as a result of the search the Chinese Government ha scized a copy of rules and regulations, seals, name-lists, other documentary evid- ence, and a large number of arms, including machine-guns, rifles and bullets, which were all intended for creating disturbances, as well as documents which show plots be- tween disorderly persons and the Moscow Government.

Moscow Connexion.

The Note declares that they were all seized from organs under the control of the Soviet Government and organs secretly connected with Moscow.

The Note proceeds:

"How can the Soviet Embassy be free from the responsibility for an attempt to overthrow the Chinese Government and to create disturbances In the Capital by shel- tering those mischievous elements? The Chinese Government is conducting the examination of the articles seized and the persons ar- rested, and it will take proper steps upon the completion of the examina- tion."

FATAL FINAL TEST.

During the final test prior to an attempt to make a non- stop flight from New York to Paris, Llout.-Commdr. Nool Davis, shown above, and his companion, were killed in stantly when their giant biplane crashed yesterday.

Casual preliminary examination of the documents seized disclosed much incriminat-

munistic propaganda and exten- sive secret correspondence from all parts of the country showing that an object was the under- mining of the Chinese Govern- ment's authority.

Careful examination of the documents is still going on, saya the Note, and hence the Chinese Government has no way of Com plying with the demands of the Soviet Note.
