The following correspondence has passed between Eugene Chon, Acting Minister of Foreign Affairs! of the Nationalist Government and the American Consul General and Senior Consal, on behalf of the other Consular representatives relative to the recent state of alarm which has been felt in Can-! ton:

Sir, I have the honour to in- form you that I fearn that foreign- ers residing in Canton have sud- denly become alarmed without rea- son Touring an anti-foreign move- ment, not being aware of the fact that the Nationalist Government has already issued proclamations. that foreigners Bves and property mus: he given effective protection. Moreover Chinese have in the past been friendly and have had no anti- foreign sentiments and still less ix there any anti-foreign movement, so that foreigners are now taking alarm in a most sur- prising way without reason. It would appear oither that they lightly listen to rumours or that those opposed to our Government are fabricating reports from which this alarm arises.

I have therefore not only re- quested the Provincial Government and the Commander-in-Chief of the Revolutionary Army to pay special attention to their protec- tion but have sent urgent tele- grams to all the district officials effectively to protect foreigners. I have the honour, therefore, to request, as a matter of importance, that you will notify your nationals of the above and instruct them not again to worry and become alarmed. On behalf of my colleagues and myself, I have the honor to thank you for these assurances of the safety of the lives and property of our respective nationals. It is quite true that there has been, and still is, considerable An- xiety amongs! foreign sidenta. Recent events Nanking and other ports on the Yangtze, together with the disorders in Fukien and attacks on missionary establishments in Canton, Kwellin, Pachow and else- where, have tended, not without reason, to create a feeling of grave apprehension. The extent and bitterness of anti-foreign and anti-Christian propaganda have also contributed to the anxiety of foreigners in the territory under the control of the Nationalist

Government.

My colleagues and I feel it to be our duty to draw these facts to Your attention in the hope and anticipation that in view of the determination of your Government to Insure the protection of foreig- ners, measures will be taken to control the present propaganda movement and direct it along ines more in accord with the spirit of international good will. We venture to express the opinion that this would go a long way to- wards alleviating the very grave dangers now undoubtedly existing in the present situation.

With a view to informing our respective nationals of the happy, assurances contained in your de spatch under acknowledgment, my colleagues and I are taking the opportunity of giving this corres pondence to the press.
