London, Feb. 27.

The morning papers generally receive the Russlan Note very cold- ly and signalise it as vague, in- solent and evasive.

The Times declares the Governi- ment would do well to ignore 'It altogether. It is a mixture of mis- statements, false charges and vague professions of pacific.inton- tions, the answer to which has al. ready been given in Sir Austen Chamberlain's Note. The matter should for the moment be allowed to rest there, since a protracted controversy will morely compli- cate the foreign situation in China, which is far from being uncon- nected with Soviet intrigue, but is better handled by itself.

The Morning Post says that des- pite its hypocritical professions the reply breathes a defiant re- fusal to desist from the courses which provoked Sir Austen Cham berlain's Note.

The Daily Telegraph says the re- ply is a voluminous outpouring of evasive verbiago, and recrimina tion. It is quite worthless for the purpose for which it la nominally intended. It is not for cur Gov- érament to accept a challenge to enter a dispute on a matter which is incontrovertible, and whereupon. its own attitude has been stated in sufficiently plain terms..

Government exposed itself to the almost proverbial consequences, that he who bandys words with blackguards must expect to be in- sulted. The Daily Chronicle anys the Note is an elaborate piece of special pleading, does not give a specific answer, and holds out no hope save in very general terms. However, any move away from hostility on the part of the Soviet would be greatly welcomed and reciprocated here, but in view. of Moscow's

past? record the British public want to see its good intentions established by, performance.

The Daily News says the manner of the reply is that of an urbane headmaster rebuking, more in sorrow than in anger, the foolish oscapade of a rebellious schoolboy. -Reuter.
