The New Policy.

Rugby, Dec. 20.. The British Charge D'Affaires in Peking has communicated to the Diplomatic Body a Note set- ting forth the new policy "which the British Government desires to see adopted towards China: A similar communication will also be made to the representatives of the Powers in London. In the meantime the contents remain secret, although it is known that the Note contains a frank and objective examination of Chinese eventy, from the Washington Con- ferendo of 1922 until the present, together with conclusions regard- ing the immediate and future policy which the British Govern- ment regard as a logical sequence.

Commenting on. this important development, the Times, inter alia, understands that the proposals include A suggestion that the Washington surtaxes should be granted immediately, without the paraphernalia of calculations of conditions and contingent, hypo- theacs, with which the proceedings of the recent Tariff Conference were burdened.

"There are two elements in this declaration of policy on the. part of the British Government, firstly a certain demonstration of

impatience with the delays due to continual divergence of opinion among the Powers jointly res- ponsible for the application of the principles of the Washington Con- vention. Secondly, the "adoption of a clear attitude towards Chin- eso Nationalist claims."

The Times further recalls that the postulates of the Washington Convention were u sovereign China with modern national genti-. ment, and says the British attitude from the beginning was that the grant of customs surtaxes should not be burdened with restrictions. or by any special foreign interests.. The necessity of maintaining united front with the other Powers has unfortunately imposed an am- biguous silence upon the British representatives.
