SIR AUSTEN CHAMBERLAIN'S SECRET SPEECH.

London, Oct. 20.

The Imperial Conference re- sumed secretly to discuss for olgn affairs. Nothing of Sir Austen Chamberlain's speech will be published, and it was pointed out in well-informed quarters to-day that it would be useless to bring the Premiers from the ends

much larger. In the past, thero has always been a large emigra- tion business between Canton and Singapore or East Indian ports. During the blockade, this business was largely diverted to Chinese ports, emigrants from Canton having to make the four- ney by way of Amoy or Swatow, This has now been changed and the normal course is being pursued of emigrating to Singapore by way of Hongkong. Overseas emigrants, as a matter of fact, constitute a large proportion of the passenger traffic from Canton at present.

Local traffic has also been well- maintained, and a fact which has been remarked upon is that many of those coming down are work- men seeking employment. It is well-known that a large number of tenements in Mongkok and Sam- shuípod were completed and ready for habitation when the boycott started. Many of these have been untenated for fifteen months, hut. they are now filling up.

of the earth and not tell them frankly everything affecting the relations of the Empire and foreign Powers. Therefore; the Conference itself decided that the speech must be kept secret. It is known that Sir Austen Cham- berlain's speech will be most lengthy, ranging over the whole field of foreign affairs and dealing particularly with the Locarno Treaty. As regards the latter his words will be in the nature of a defence na some of the Dominion

RUNAWAY CHICKEN.

WHAT HAPPENED TO THE FINDER.

'When charged before Mr. R.E Lindsell, at the Central Magistracy to-day, with being in unlawful possession of a chicken, a coolie explained that the chicken" "broke away" from its roosting place on the verandah of a dwelling house, and flew into the street. Several people then began chasing it, but he, alone, was able to catch it.

The Magistrate Oh, you were the lucky one, or at the moment, you thought you were lucky. Buf it was not your chicken,

There were two British arrivals and nine British vessels departed.

MERCHANTS ASSERT THEMSELVES.,

It has been claimed that one of the factors militating against the full resumption of the trade be tween Hongkong and Canton has been the difficulties which Chinese, merchants in Canton are facing ns the result of existing and proposed taxation, whilst the demands made by the Labour Unions have also greatly obstructed business.

Latest reports are that, encour- aged by the growth of the so-called anti-Red" movement, the Canton merchants are now beginning to exert themselves. They are freely claiming that if Union demands are not granted, labour pickets should not be permitted to interfere, and, moreover, that contracts entered into by employers and employees should not be subject to interfer- ence by third parties.

A request is also being made, through various trade organisa- tions, to get the Government to postpone the enforcement of the new land tax and to modify, if not repeal, the re-assessment and capt- tal investiment tax. The merchants also want to subscribe to war bonds according to their ability and not! by means of raising a prescribed sum as the Governmont wishes.
