POSITION OF SECRETARY.

The policy of "docentralisation" In the Fedorated Malay States, which has been exorcising public opinion in Malaya for over year, was carried ʼn stage further at this week's meeting of the Federal Council at Kuala Lumpur, says the Telegraph's Singapore corres- pondent, wilting under date of September 30th.

The Malay States combined in the Federation are Negri Sembi- lan, Selangor, Perak and Pahang... which for administrative purposes have been regarded largely as one uhit with the governing body established in the Federal Council.
