RENTS AND TELEPHONES,
Many Interesting matters wore dealt with at the monthly meeting of the Committee of the Kowloon Residents' Association over which the Rev Horace Johnston presid- cd. The most important business was the question of a "Fair Rents Board." The Committee had been advised of cases where 'roat' had been increased to a very large extent. In the worst case notified the increase represented 140 pèr cent. of the rent paid previous to
June 30.
The following letter was sent by the Secretary to the Hon. Colonial Secretary:
"Fair Rents Board.
I am instructed by the Com- mittee of the. Kowloon Résidents'. Association to submit the follow- ing request for. the serious" consi. derntion of the Government.
Even at the prosent time, when. Large numbers of Chinese, and Europeans are away from the Colony owing to the boycott, the Committee has received advice of instances where rents have been increased from 32% to 140% of the rent paid previous to the removal of the Rents Restriction Ordin- June 1996. Since some form of Government control is exercised over profits and rates of such Public utilities as Tramways, Omnibyses, Elec-i tric Lighting and Telephones, it is felt that some form of control is amply justified in the case, of Rents. The Telephone System." Some time ago a sub-committee was appointed to investigate the cause of certain complaints which had been received regarding the telephone system in Kowloon. When the Sub-committee reported it was thought that they had dis- covered where the trouble centred," namely the overloading of positions on the switchboard so that the operators had more lines than they can efficiently handle.
Correspondence was entered into with the Hongkong Telephone Com- pany with the object of confirming the Sub-committee's finding and itope of eliciting assurances that improvements would be made at the earliest possible date. Unfor- tunately co-operation in this
