The statement that by October 10th at latest, the strike and boycott agninat Hongkong will be over, is made in a letter, the full text of which we are able to give below, issued by Mr. Eugene' Chen, the Minister of Foreign Affairs at Canton.

It is headed "Republic of China, Nationalist Government, Ministry of Foreign Affairs," and if states that arrangements have been made to bring an end to the boycott on or before October 10th (most probably at the end of September).
It is, however, regarded as doubtful whether the proposals
• Contained therein will facilitate the conclusion of the boycott, since they involve the imposition of the Washington surtaxes, not yet approved by the Powers, and which, in any case, were conditional upon the abolition of likin, a point which is not referred to in Mr. Chen's letter.
As mentioned in our leading article to-day, the putting into effect of the proposals would be contrary to all Treaty provisions.
It is of interest to note that October 10th, the date mentioned by Mr. Eugene Chen, marks the fifteenth anniversary of the establishment of the Chinese Republic.
The Canton offer bears some re semblance to one of many sugges- tions put forward some time ago ae a possible solution of the boycott problem, that the Canton Govern- ment should be allowed to establish its own Customs."
But it is very significant that Mr. Eugene Chen's latter contains no hint or suggestion that permission will be asked of the Powers to levy the Washington surtaxes, but, mere- ly notifies that arrangements have! already been made to put them into effect.
