We recall, of course, Mr. Kemp's conversations some little time back with Mr. Dr. C. C. W which were said to be pre- liminary to other negotiations. In the meantime, however, Dr. Wu has gone from Cantor, and, in cidentally, we have heard nothing as to how the position as between the two Governments now stands. If the Canton Government dele- gates are in a position to settle the whole question--as is claimed -thon we cannot see the neces- aity for various organisations, re-
