It is reported from Canton that General Fook-lum, General Officer Commanding the 5th Army Corps, has been recommended by M. Lugarkoff, high adviser of Mill- tary Affairs to command the van- guard in the forthcoming Northern campaign.

As the 5th Army haa. not yet been brought up to the required strength, M. Lugarkoff suys he will undertake to obtain the as- sitance of the Soviet to supply full equipment for one Division of men In consequence, it is stated that when the Army Corps is · brought up to the required strength and fully equipped, it will be sent on netive service to Fuklen. ".
