HAS LEAGUE COMMITTEE EXCEEDED POWERS?
[HY "WANDERER"} -
Have the management committee of the Hongkong Football League, just or otherwise in their ruling, exceeded their powers in issuing an edict at their meeting on Tues- day to the effect that the South China Athletic Association would. be suspended until such time as a suitable apology is forthcoming? Sportsmen locally have scarcely recovered from the surprise created by the newa conveying the drastic action taken of the position, but a close examination of the rules of the, Leugae and of the Hongkong. Football Association, inake it very clear on the surface that the League" munagement confifter have no right under any rule (1 to 16) to suspend any club.
They have not the right, as read the rules, to suspend even player, least of all an 'Association running four teams under its nus-
plees. Their power is limited. 1 should imagine, to a recommenda. tion to the Hongkong Pootball As sociation That an offending club suspended, leaving the final de alon to the Association after pre- sentation of the facts.

The management committi course acted in the belief that the were working in neerdance will the rules, but on the Tue of thing they have taken into their hand a matter which is the concern the Hongkong Football Associa tion and of the Association only.
I was in conversation with a pr. minent local sportsman this mori: ing on the subject and he agrees with my vew, at the same “in. pointing out that had the reşulu tion been put in the form of a me commendation to the Assonlations that body could searcely do other wise than support the Langue, the almost inevitable result of a con trary decision bring the Yezigun tion of the League Seurclary an the Management Committee of the League.
Be that as it may, the resolution seems to have been formulated un der a misapprehension, and i me be necessary for the Lengt
Management Committee to mee ngain before the question can g before the Cocneil in a legal formu Prosuming the Association (f low the line adopted by the Leagu and suspend the South China, Ath letic Association, the decision will have far-reaching effects which show to the all the drastic step taken.
