M. Briand explained the conse- quences of the Locarno Agreement on foreign affairs, and army com- missions in the Chamber. emphasised his conviction that a similar pact in 1914 would have prevented the war.
Replying to a Communist, M. Brinnd said that the Locarno agreements were in no wise direct-
ed against Russia, adding that he would endeavour to reserve for Soviet Russia a position in the League of Nations equivalent to that of other Powers-Renter. -

Mexico City, Dec. 19. The Senate unanimously adopt-i ed a Bill for the enactment of Article XXVII of the Constitu- tion regulating the foreign owner- ship of lands, water and minerals.
