New York, December 15. Mr. Kellogg, entertained at a banquet by the Council of Foreign Relations, vigorously defended the foreign policy of the United States. He said the country's fixed determination to avoid participation in purely European political matters was deeply rooted in American history. "We will go to the utmost limit of reasonable co-operation for all legitimate purposes, but will not commit ourselves to the European system of alliances and counter-alliances to maintain the balance of power on that continent." Within the limitations of its policy the United States co-operated in every way in solving the great problems confronting Europe, encouraging and assisting economic construction.

MR. HOOVER ON THE RUBBER SITUATION. .

New York, December 15. Writing to Senator Capper on the rubber situation, Mr. Hoover dwells on the "trade war," and says that America's imports in 1926 will be 900,000,000 pounds, costing, about £198,000,000, "namely, £133,000,000 above a fair price." He does not favour trade reprisals, but suggests, as "defensive measures," firstly the discouraging of American, brokers from giving credits to these combinations, secondly a strong campaign for the voluntary saving of used rubber, thirdly the use of substitutes and fourthly the establishing of machinery to prevent American buyers from bidding against each other.-Reuter's American Service.
