YACHTING.

SEASON INFORMALLY

OPENED,

The yachting season opened during the week-end with some scratch races which served admir ably 'to try out the boats which are already in commission. On Satur day there was a menagerie race for all classes of racing yachts over the following course, Club to Chan nel Rocks, Kowloon Rock, Club line, Lytmun Beacon and with the Anish at the Yacht Club, a distance of 8.33 miles.

The wind was fresh and about force three, giving a very pleasant sail which all the helmamen es joyed. Thirteen boats raced and the fact that they all finished, on corrected time, within 13' minutes is indicative of very good handicap. ping.

Joan, of the Gael class, won with little over a minute to spare from Gladys of the Heyward Huys, Lola in new sails and in fresh hands performed, very well and took third place. The Handicap class did not show to very great advantage.

The details of the Locarno Conference agreements from French and German, sources show that in the Western Pact the signatory, Powers guarantee-a territorial status quo including preservation of the de-militarized zone, Germany, Belgium and France bind themselves not to intide each other territory, nor to resort to war in any circum- stances except self defence or in the event of action against the ggressor state according to the decision of the League of Nations: A mutual defence guarantee is entered into between France, Poland and Czecho Slovakia. All juridical disputes are submissible to judges, all others to the Conciliation committee with power to appeal to the League Council. In the event of a breach, of the treaty or refusal to. arbitrate or to abide by an arbitration verdict the Injured party is to apply to the League Council and at the Council's bidding the signatories will immediately come to the injured party's assistance.

The Pact, which does not commit the British. Dominions, does not operate, until Germany has entered the League. The arbitration treaties between Germany, France and Belgium are guaranteed by Great Britain and Italy. The Pact becomes inoperative It two-thirds of the members of the council of the League agree it is no longer necessary. In connection with article sixteen of the League Covenant the French version states France and Britain signed a declaration whereby they recognise the contribution of League members in the case of actual or threatened aggression must be limited to their means. The German version says a collective note will be presented on the signature to the agreement in London on Dec. 1 stating that the three kinds of action therein stipulated are not binding on Germany, which may exercise.option as regards participation in any of those measures,

The Radical Congress is noteworthy for a clash on the subject) of capital levy, which M. Herriot advocated and M. Caillaux denounced, declaring it would throw such quantities of stock and other property on the market as to endanger the whole economic structure. Caillaux pointed out that besides Inter-Allied debts France still owes twenty milliard francs to the liberated regions and her short-term debts; falling due this year, might amount to twenty-two milliards, There was also her floating debt of fifty-five milliards. He forecasted drastic taxation in the budget which, he said, would be equivalent to taxing 63 per cent. on capital and include an increase on succession duties, taxes on undeveloped property, jewellery and works of art.

M. Herriot urged that M. Caillaux should not cause a split in thei party. The finance committee of the Congress at a meeting later on failed to find a compromise between the two viewpoints. A resolution was carried by a large majority recommending a special tax on al! forms of fortune and capital. This is a defeat for M. Caillaux- Reuter.
