JUNK WITHOUT LIGHTS.

MARINE COURT'S FINDING. -

The Marine Court of Enquiry into the circumstances attending the collision between the Blue Funnel sa. Taithybius and a fishing junk near Waglan on the morning of August 23rd. concluded at the Harbour Office on Saturday morn- | ing.

At Friday afternoon's hearing, evidence was given by the Captain and officers of the Talthybius to the effect that the junk was show- ing no light, and of the steps taken to avoid a collision...

The junk master' gave evidence that his lights were showing, and at Saturday morning's hearing call-

ed witnesses to bear out his story.

At the conclusion of the evidence

the Court found that the junk was!

On Monday, the 12th inst the G.P.O. will be open from 8 a.m. to not carrying lights, and that no neon and the Branch Post Offices ot Kowloon, Yaumati, Wantsal, Sheung, blame for the collision attached to feither the master or any officer of wan and Salyingpun from 8 am to 9 a.m.

General approval was given to the Pact with the exception of two disputed points, the precise formulae wherefor are not yet found. Italy. before the agreement was reached announced her decision to sign the Pact. The announcement was dramatic but not surprising, as it was foreshadowed from the beginning. Italy's act will be of great consequence for the success of the Conference, which adjourned until Monday.

The communique from the Conference gave the 'second reading' of the articles of the Pict and the basis of the amendment submitted by jurists.

The name of Italy, which did not appear in the draft of the text drawn up in London, is added to the preamble among the contracting parties. This confirms the declaration already made by the Italian delegates concerning Italy's intention, to' participate in the Pact as

a guarantor on the same conditions as Britain.

Examination of the articles resulted in the adoption of the definite

text on the majority of points, the remainder being reserved for later) discussion.

Question of Germany's Admission.

The two articles of the Pact reserved for further discussión relate,

to the guarantee for the Eastern arbitration treaties and the entry of Germany Into the League, but the fundamental differences regarding Efforts are being made to them are apparently hiready" adjusted. find formulae for safeguarding French-rights while still being accep- table to Germany. Optimism Is expressed in the newspapers in both Paris and Berlin as regards the outcome of the Locarno discussions. The outstanding: difficulty according to Regte's Locarno correspondent, is the inter- pretation of Article 16 of the Covenant of the League, the problem being how to draft a formula to enable Germany to join the League The French do not without jeopardising her treaties with Russia, favour the German auggestion to amend Article 16, so as to exempt Germany from its operation until, other States are equally disarmed, and thus allay her fear of France crossing Germany to support Poland. A prominent German at, Locarno remarked "For five years wa have been blackballed from the League, and now suddenly they are) trying to pull us in by the coat tails."

It is thought possible that a formula may be found in the adoption of the Canadian resolution submitted to the Assembly of the League two years ago, declaring that any sanctions are only enforceable when they are adopted by the Parliaments of the countries concerned. Locarno, October. 11.

Mr. Chamberlain, on his return from a pleasure trip on the Lake in company with M. Briand, Dr. Stresemann and Dr. Luther, said he was quite satisfied with the results" of to-day's conversations, which carried the Conference further towards an agreement. Much, how- ever, still remained to be done before the Conference concluded.- Router.

It is reliably reported that the conversation on the Lake trip mentioned earlier referred exclusively to the question of the admis- sion of Germany into the League. Apparently a satisfactory formula has been found.-Reuter.

THE RUBBER POSITION.

Colombo, October 11.

A representative meeting of rubber interests approved a despatch from Mr. Amery containing important proposals of which the main are that the exportable maximum for the November-January quarter be increased by 20 per cent. of the standard production instead of 10 per cent, and that the restrictions be held in abeyance after February "1.

It is understood that it is proposed that when the London price! fulls below fifteen pence a pound for a quarter, the restrictive measures shall apply to the extent of five or ten per cent, of the standard pro-! duction, and any decision to discontinue restriction, will be announced simultaneously in London, Malaya and Ceylon.-Reuter.

MURDER OF ITALIAN SOCIALIST DEPUTY.

Rome, October 11,

It is understood that the Public Prosecution's report for the Assize Court on the murder of the Deputy Matteotti last year recommends that three accused benefit by the recent amnesty and be acquitted of the charge of kidnapping, and complicity in the murder inasmuch as the crime was unpremeditated, while five others should be indicted for wilful murder without premeditation. The latter will probably plead, that they killed Matteotti in self-defence owing to his furious attacks when endeavouring to escape.-Reutor.

Fremantle, W. A., October 10. Violent scenes marked the opening of the Ministererial election campaign here. A meeting addressed by Senator Pearce was attended by many British scamen and continual interruptions-culminated in one throwing an egg. The Police were summoned and a tres fight! followed.
