BRITISH OLD AGE PENSIONS.

London, May 5.

The pensions schemes outlined by Mr. Churchill in his budget speech, are dealt with in detail in the "Widows and Orphans' Old Age Contributory Penalonia Bill" published to-day, accompanied by an explanatory memorandum and the Government actuary's report,

The new scheme contemplates old age pensions at sixty-fivo instead of at seventy, which pass on the attainment of the age of. seventy into pensions under the Old Age, Pansians Act, freed from. rostrictions and disqualifications now applying thereto, when the beneficiaries are the survivors, of workers.

Persons ceasing to be compulsorily insurable on leaving en- ployment, or who have already ceased to be insured before tho inception of the new scheme, are given the option to continue or resume insurance as voluntary contributors at the full roto of cons: tribution ordinarily payable by the employer and employee jointly. Thus everyone who was at some time insurably employed for the minimum period of two years is enabled to take advantage of the scheme. Voluntaries equally with employees will be, insured for health insurance, and pensions. Certain classes of persons who were exempted from liability to be insured for health insurance are now.. required to be insured for widows and orphans old age pensions, if the terms of employment do not provide these benefits,

Special provision is made for widows and children of persons. Insured, who died bofore the inception of the scheme. Provisions to safeguard the scheme against abuse include clauses whereby the wives and widows of men marrying after sixty are only entitled to pension when, or if married five years, and in the onse of widows, there are children. payment of children's or widows' pensions to third parties for the beneficiaries account. If the circumstances justify, the widow's pension may be cancelled and suspended if the Court reports any conviction. A widow is dis- qualified för pension if cohabiting with a man.

The Government actuary estimates the capital value of ilability assumed by the Exchequer under this scheme for com pulsorily insured. persons $566,000,000; voluntary contributors £12,000,000; widowed mothers and children 242,000,000 and extend- ed rights to old age pensions at seventy years £126,000,000, a total of £746,000,000,

Proposing the health of the Chinese Commercial Mission headed by General Hsu in Manchester yesterday, Dr. Ree, the President of the Chamber of Commerce, said that Lancashire would like to sell more cotton goods to China and hoped that before many years she would be able to draw some of her cotton supplies from China.

Mr. Rankine Finlayson, Chairman of the China Section of the Chamber, said that Lancashire would like to return to the pre-war volume of business with China. General Hsu promised that if ever he had to do with commerce he would try his hardest to foster Sino-British trade.-Reuter,
