Thomas, on becoming Colonial Secretary, had to 'resign from his trade union activities and consequently had to give up his presidency of the Amsterdam International. Automatically Mr. Purcell, who had become chair- man of the General Council of the Trades. Union Congress, succeeded Mr. Thomas at Amsterdam. Ho immediately bogan to press for recognition of Russia,

PAST FAILURES.
Up to this period the Russian trade union, movement had never boon able to reach an under- standing with the official British trade union movement. It bad to rely on the minority movement and the Labour Research Depart- ment which body it helped to finance in retura for propaganda of Communist oharacter. However, Tomski and fellows, who
here were
with the Russian delegation found that their penetration through the Minority Movement and the Labour Resoarch Dopartment was futile. But, later, with Mr. Purcell sympathetic, it became easy to establish, for the first timo, official contact with the Trades Union Congress, and con- sequently it was arranged that the Russians should be present at the Hull Congress.
From this point the Trades Union Congress and its general council has been dominated by Mr. Purcell and Mr. Hicks.
So anxious are these two Left members of the general council
have begun a monthly journal of international affairs, with the object of keeping the sole Russian question to the fore. It is significant that this journal is being published from the Labour Research Department, and not from Eccleston-square.
