No One To Fine. His Worship: You are not at all' sure yet that we have anybody to

fine.

Mr. Wright replied that he must submit that the owner registered in the Land Office should be the person to be fined. The owner was the person holding the premises direct from the Crown.A

After hearing the evidence bearing out Mr. Wright's statement, the defendant said that he was originally the owner of Nos. 55,67 and 59, but the latter house was let to one Lum Heyin about three months before the fire. At that time fire escapes had been fitted on the two floors, Some time last year the other two were sold. He was still the owner of No. 50, and after the fire he gave orders to reconstruct the premises, and it was not till then that he discovered the fire ascapes bad been removed by the whom he let the person to premiecs.

His Worship said that he was responsible for the removal of the escapes as he was the owner, and the defendant replied that he was not aware that they had been removed.

The excuse of both defendanta was that they had traced an arış smuggler to 4 Moon Street, Wher. they entered the house the occu- pants attacked them and a shot had to be fired to frighten them.

Inspector Shaftain" asked for exemplary punishment. The de- fendants, he said, had been in the habit of extorting money. from various people,

the Lum Ho-yin, to whom defendant Jet the premises, asid that he sub-letted them to the manager of "a restuarant, who removed the escapes without bis knowledge.

:

Addressing the defendant, his Worship said that he sympathised with him and sincerely hoped that bo would take legal preceedings against the culprit, but legally he, as the owner, had to pay the fine. He would adjourn the case till next Monday for the owner of the other premises to attend court if he could be found by the police.

The defendant tuld the Magist rate that this man's agent resided at Portland Street, and a summons was ordered to be taken out against him.
