American delegation to the Conference on International Control of Traffic in Arms, Other delegates sail on Saturday. The Government is hopeful that a definite practical results will come from the conference. Mr. Burton and his colleagues have exhaustively studied the draft convention for a temporary mixed Commission of the. The American delegates are satisfied it will be impossible to stop-entirely International traffic in arms. They believe that the plan of a League Committee for the licensing of shipments is the only method of curbing the traffic satis- factorily. Reuter's American Service,

He is to meet the Governor of the Banque de France"this" morning to obtain certain information, particularly in regard to the state of the Treasury: It is concluded from the duration of the midnight con- ference that a rather serious difference of opinion arose and fresh conversations are to be held this morning.
