NARCOTIC DRUGS.

Mr.

London, February 25. Sir John Jordan, in a letter of the Times, draws attention to the situation as regards the importation of narcotic drugs Into North China, which, he says, has become a dumping ground. He declares that the position has gone from bad to worse in the past few years. In a letter from the Secretary of the International Anti-Oplum Conference at Peking reporting an almost desperate state of things. Sir John Jurdan points out that China produces none of these drugs, and says that Japan and Western countries have a grave responsibility in the matter, as they introduced the evil. Unless they face it with more honesty of purpose than hitherto he is inclined to agree with the Anti-Opium Association of Peking that it would be better to allow Chim continued use of opium smoking.-Benter

GERMANY AT INTER-ALLIED CONFERENCE.

Paris, February (25. Concerning the question of disarmament, several papers fear) that the summoning of Germany to the inter-Allied Conference, even only with a view to discussing ways of carrying out the Allies" decisions, would result in the reconsidering of the decisions themselves,| as was the case at the last London conference for the execution of the Dawes plans. Moreover the Press emphasised the danger of annexation, and Germany developing a movement for Austria's consider it would be unwise, especially now, to permit the Germans to discuss the clauses of the Treaty which they are bound to comply with.-Haram.

USA. AND THE SOVIET UNION.

The zerstia, in an editorial commenting on what it describes as the change of attitude of the United States towards the estab lishment of normal relations with the Soviet Union, says additional impetua is given to the negotiations of the Russo-Japanese agree-| ment by the fact that the Unied States is interested in the Soviet market. The farestia considers the best way to secure a resump tion of normal relations would be unconditional recognition of the Soviet by the United States, after which both Governments could appoint special committees to consider all debatable questions and claims.-enter.

MR. KELLOGG RETURNS HOME.

New York, February 23.

Mr. Kellogg (the successor to Mr. C. E. Hughes) arrived to-day, but declined to discuss with Pressmen his policy as Secretary of State and denied that he had brought back a plan for the limitation of armaments. He was not willing to discuss the United States attitude towards Russia on the ground that the situation was in the hands of the Administration. He said nothing was more important to Americans than that England and all the world would return to the gold standard; nothing could do more to promote trade- Keuter's American Service,
