M. CAILLAUX DEFENDS 1113 POLICY.

Parla, February 20.

M. Calllaux signified his return to political life last evening when ho spoke at a banquet in his honour attended by two thousand people, including two members of the Government. M. Calllaux defended on preventing war through his policy, which was always based entontes and agreements with all the great nations, which would naturally involve concessions, The mon who governed during the war did not contemplate the great policy of the entente with the yan- quished. If a differont policy had been adopted...they might have secured pence which would have given security as well as reparations. He was of the opinion that the Anglo-Franch entente and gradanl rapprochement of all the peoples in Europe was an essential condi- flon of political reconstruction. France's debit account was much in excess of her ercdit, that they might be compelled to pay the Allies more than they received from reparations. Ile was of the opinion that the Nationalists had not seized all the opportunities offered: for settling up inter-Allied accounts. Nevertheless, the British Note promised a notable diminution of their debt. Ho hoped that dis- eussions thereunent would continue. M. Calliaux finally eulogised M. Herriot's incomparable services in restoring the European atmosphere and driving back the spectre of war.-Reuter,
