THE MANUFACTURE OF NARCOTIC DRUGS.
Geneva, February 14. The second Opium Conference completed the frat reading of the draft convention of thirty-nine articles, relating to more effective limitation of production and manufacture of narcotic, drugs.
As regards Indian hemp, from which hashish is extracted, A solution, was found, satisfactory to the Indian delegation. The next matter dealt with the Finnish resolution proposing that the 'conference should suggest that the Council of the League should draw attention to the forthcoming international conference on traffic in arms and munitions, and to the Importance of the question of unilcensed Importation of arms in relation to the drug problem. The. Australian delegate, Mr. Shepherd, while agreeing to the proposal, nevertheless regarded the question as outside the present conference's functions.
Mr. Sugimura (Japan) urged the Finns not to persist in the rosolution. It amounted to a bombshell in the conference, which, Mr. Sugi- after laborious negotiations, was nearing conclusion. mura further regarded the resolution as inopportune and entering upon a delicate and difficult problem.
The German delegate, Mr. Veneckardt, warmly supported Mr. Sugimura, whereupon Mr. Toivoln, the Finland author of the resolution, asked time for reflection on the subject, which was subne. quently adjourned until Monday,

GERMAN REPORT OF SECRET TREATY.

In view of the uncertainty of the British Eampire's attitude to the Protocol, it is now almost a foregone conclusion that the dis- armament conference, due in June, will have to be postponed, since it is impossible to proceed therewith until the fate of the remainder of the Protocol is decided, and doubtless Britain wilf request a further adjournment. FRENCH AMBASSADOR TO BERLIN,

A report in Le Jouraul that M. Philippe Berthelot will prob ably succeed M. Margery as French Ambassador to Rerlin, follows an announcement that the Foreign Ministry has recognised M. Berthelot's right under the amnesty law to be reinstated to diplomatic rank as Ambassador, which was suspended in 1922 in connection with his efforts to rescue the Banque Industrielle de Chine, of which his brother was President, from financial difficulties.
