Rear Admiral. Exelmans, French Commander-in-Chief in north Africa, has been superseded by Vice-Admiral Jchenne. It is re- ported that this action was taken on the ground of refusing to receive the Soviet mission en route to Bizerta to take possession of General Wrangel's fleet which Wrangel had handed over to the French Government in part payment for advances made to him by surrendered to the France, but which M. Herriot's Government Soviet. Rear-Admiral Exelman's refusal is said to be due to his opinion that the arrival of the Soviet mission would intensity Communist agitation which was being conducted in Tunis with the object of inciting native insurrection.
