In the course of an article in the Vonsische Zeitung Dr. Colių Ross, the well-known publicist, who has just returned from a lengthy visit to the Ens!, expresss the opinion that the economic and political Atlantic to the centre of gravity of the world is moving from the Pacific. He observes that while America controls the Panama Canal, or the western entry thereto, it is possible for a mallitary-naval power hased on the Malneco Stralts to block the eastern entry and exercise decisive influence on the affairs of the Pacific. He emphasises the importance of the Singapore base. in this respeel and says that the Labour Government's rejection of this scheme contributed more than it knew to its downfall. He is of the opinion that one of the first acts of the Conservative Goverment will lay to proceed with the scheme.

Dr. Ross thinks this fact has an important influence on the British attitude towards the execution of the Dawes report, as the consolidation of the situation in Europe is easential to any British plan to detach the main body of its military and naval force to India or the Pacific.--Renter,
