FRANCE'S ́ RECOGNITION OF RUSSIA.
Paris, Oct. 29. The French note to Russia conveying recognition stipulates that recognition will in nowise infringe any undertaking onterad into by France. It also expressly reserves the rights of the French Government and citizens respecting the obligations of former Russian regimes, and finally insists on mutual non-interference in the other's internal affairs.
The Soviet Government's reply expresses the hope, that all` questions mentioned in the French note will be satisfactorily set- tled in the forthcoming negotiations. It welcomes the French declaration regarding internal non-interference.-Reuter.
