Mr. J. O. P. Blund, in a letter to the Times refutes Brig-Gen. D. Bruce's strictures on Sir Panel Aglen, und points that Sir Francis's duty is to carry out the instructions of the Chinese Government as long as they do not conflict with his duties as custodian for the foreign bondholders. He says that had Sir Francis refused to consent to the deation of the loan he might reasonably be accused of sympathising with the rebels-Reuter.
