The Chinese Government replying to the Japanese memorandum of the 15th inst. to-day presented notes simultaneously to the Minis ter at Peking and the Foreign Office at Tokyo. The note points out that the present military operations are occasioned by the rebellion against the authority of the Chinese Government. As the rebels are abhorred by the Chinese people they should not of course be looked upon in the same light as the Government forcòs.
The Chinese Government attaches great importance to the declaration of the Japanese Government to the effect that it wi always maintain an attitude of strict non-interference. The Chinese Government is aware that there are large number of Japanese nationals and a considerable amount of Japanese commercial in terests in China."
Pursuant to its established purpose of promoting neighbourly friendliness with Japan it is more desirous during the present period of military operations of extening them every possible pro testion from injury from loss, irrespective of their location ofthes in districts through which government forces pass or In other parte of China. At the same time it would be helpful to no small extent if the Japanese Government could see its way to exhort Japanese residents in the aforesaid areas to conduct themselves with cir cumspection and restraint.-Router.
