Shanghai, Oct. 16.
I in estimated that twenty-five thousand armed Kiangsu, Ipoh, Fukien and Chokiang' troops, latelys in armed conflict and. for the most part leaderless are ranging in the immediate environs. of Shanghai's foreign Concessions held back by the barbed wire marking the boundaries, which are defended by 6,500. allied and foreign contingents supported by 3,500 foreign, Chinese, Japanese and Sikh constabulary.
Fifteen thousand Cheklang soldiers are loosely banded together concentrated principaly at the northern and north-western section, while their recent opponents have established themselves southward, adjacent to Lungwha. The Chekiang concentration camp, where artil lery and field guis are omplaced on both sides of the railway, is about throw miles distant and Intely formed the lines of the Kiangsu forces who have been approuching Shanghai from the direction of the Huangtu district,
A possibility is seen of an armed clash in this section just west of the suburb of Jessield, but the foreign authorities are confident that they can cope with any, emergency. The advancing Kiangsu forces in this region were observed looting the deserted Chinese homes and shops this afternoon.
Sun Chuan-fan arrived at Lungwha this afternoon with three thousand men. Bei Pao-san, the Kiangsu general, who fought at Taihu lake, la nrriving to-morrow and the Kiangay leaders expect Chi Shili-yuan also to-morrow,
What action the leaders determine upon is unknown, but the Hupoh commander, Chang Yuen-ming has intimated his Intention to demand that the Consular Body expel from the Settlements, Hsu Shut-seng who attempted to organize a cabal for the purpose of con- tinuing the war and who is remaining under surveillance.
Chang Yuen-ming is asserted to be refraining from efforts to disarm his ers while foes because such action might precipitate n. renewal of the strife, endangering Shanghai, adding that he ex- pects ultimately to recruit the major portion of the Cheklang forces Into the national army.
Peking, Oct. 16.
A mandate issued inst night anys that fortunately the struggle in the south-west has now 'ended and the rival soldiers are at peace in the fighting areas of Cheklang. Shanghal has been restored, to tranquility. It commends the conduct in the field of Chih-Sich-yuan
and Sun Chuan-fang and the praiseworthy bravery of their officers and men which is highly appreciated by the Government.
Li Hou-chi And Wang Ho, who have been appointed pacification commissioners will, says the mandate, consult with the local authori- ties and thereafter take such action as is necesary, the Finance Ministry allocating a hundred thousand dollars for relief purposes." -Reuter.
Shanghai, Oct. 16.
As a result of foreign authorities in Shanghai refusing to permit "Little" Hsu make the International Settlement his head- quarters, which would erente dangerous trouble among thousands of leaderless troops just outside city, the situation to-day is much more hopeful, bat is still very complicated. Hau is under open arrest in his house in the International Settlement pending advices from the the Diplomatic Body at Peking regarding what to do with him.
It transpires that the Kiangsu commander at Lunghua from Cheklang headquarters just outside Shanghai, has remained loyal to Chi and his troops, who, according to Consular reports went over yesterday to Hsu. To-day they are standing by their Klangsu leader. A big cffort is now being made to arrange the repatriation of the various leaderless troops to their respective provinces. It is believed that if 'Little" Hsu can be detained a few more days, the whole situation near Shanghai will liquidate itself.--Reuter's Pacific Service.

Yesterday an Allied train, carrying - contingents of British, American, French and Japanese troops and decorated with the Allied "Bngs, left Tientsin for Shanhaikwan in order to clear the linc.-Reuter's Pacific Service.
Peking, Oct. 16.
A special dispatch from Chinwangtao daled the 13th says that after inspecting the battle line near Shanghai, Wu Pei-fu left Instrue- tlons to advance at full speed. Later he inspected the line from Shanhaikuan to Chengtseku, where the chemy forces are falling back and their resistance, though not yet broken, has been badly shaken. -Reuter.
