In a leltor to the Morning Post, replying to Mr. Bertrand. Russell's article on "A New Leader" on the 17th September, Sir Charles Stewart Addis says that it is a mistake te suppose that the rivalries of the tuchons will in anywise ho of advantage to the foreign Powers whose nationals, being mostly traders, have every-. thing to lose by disorder, The talk of wrluging concessions from the Chinese is ridiculous.
