ANGLO-RUSSIAN TREATY DEPRECATED.

In an articlo in Pravda, the well-known Russian economist, Mr. Milutine, dealing with the Anglo-Russian treaty says that the can- cellation of the debis of the former governments is one of the basic principles of the Soviet social system, and any demand for the settlement thereof represents an attempt to modify that system, amounting to interference in the internal affairs of Russia which the treaty specifically forbids. He contends that "the British Gov- ernment, by guaranteeing a loan only in principle, made no economic compensation the for very important concessions, made by the Soviet, and concludes anying that the advantages of the treaty are problematical and that the ilme has come to break off completely all uegotiations connected with the claims of British financiers-Rantar.

Celebrations on Site of First Line.
Tho hundredth analvorsay of the opening of the first public railway in Britian will take place- nort year.
