Chang A mandate says the Fengtlen rebellion is apparent. Tao-lin's troops fired the first shot. It appears that Chang is taking| advantage of the etate of war in the South East and is again en- deavouring to disturb the country despite his defeat by Wu Pel-fu in 1922. Chang's circular shows he has perfected plans to disturb the national peace. The Government cannot suffer this state of affairs to continue, and is obliged to utilise national resources to suppress Chan Tao-lin. It appoints Wu Pel-fu Commander in Chief of the forces engaged in the suppression of the rebels.

In areas which the Government troops occupy or pass through, the lives and property of Chinese and foreigners must be efficiently not bo protected. If the Fengtien troops surrender they will punished.

An official bulletin says the Fengtien. forces are entrenching Fongtlen aeroplanes dropped at Chaoyangssu, near Chaoyang.
