He said that he hoped that one result of this Assombly would be to earisecrato. the prin- ciple of arbitration (Applause). He said that the aggressor was the party, who refused to abide by the arbitral award. This Aboom- bly has a moral responsiblity, to the world. - Arbitration, security and disarmament were inseparable from each other. Arbitration was necessary if peace is to become a reality and the loyalty of small nations must be protected, (Loud applause). New York, Sept. 6. The Japanese steamer Fuji Mari collided with the British steamer Laristan in Lat. 26.30 North, Long. 76.06 West.
