Although working to a late hour Mr. Macdonald was early astir, giving_final touches to what is expected to be an historic speech. He had previously privately conferred with all the Dominfon repre- sentatives and explained fully the main lines to be followed.

Mr. Macdonald opened the debate on the reduction of arma- ments with a spooch of an hour's duration.

Mr. Macdonald;was given a Ave minuta 'ovation followed by complete allencs when he rose to speak. His speech was frequently punctuated with applaust, especially when he said: "Wo are here to lay the foundation of peace" Mr. Macdonald declared his pre- sence was a pledge that Britain intended to use every means In her power to widen and increase the influence of the League of Nations.

Mr. Macdonald said that he would do his utmost to lay the foundations of peace (Loud applause). He emphaskeed the fact that all the delegations of which he was chief had determined to place all their ideas in a common pool. Britain had not subscribed to the pact of mutual assistance not because she was indifferent to public security but because she felt that they had not yet properly prepared the soil. Britain wished to carry out every letter of her obligation, he would not siga an Indefinite proposal which, if she tried to carry it out, public opinion would probably make Impossibles but the last word had not been said. In the pact we must have the whole world with us.

Mr. Macdonald declared that they could not afford to allow Germany to remain outside the League. The London Conference had
