A remarkable scene took place at the Trade Union Congress whom the President introduced the American, Canadian, and Russian fraternal delegates. When the Russian delegates headed by Tomsky, the chairman of the all-Russia Council, came to the platform, the delegates rose and cheered for several minutes-Router.

International Trade Union Conference Turned Down..

The Trade Union Congress has rejected the recommendation of the General Purposes Committee in favour of allowing an emer goney resolution to be submitted, instructing the General Council to work for the convening of an International conference of all Trade Union organisations, and to take steps to bring about the unity of the International Trade Union movement, and to bring they organised workers of the world under an international fighting leadership. The President said the resolution, if necepted, would probably do less than had already been done in certain respects. The General Council had already agreed that the Amsterdam Inter- national should invite Russian Trade Union representatives to a conference for the purpose of endeavouring to remove existing dißculties.--Reuter

THE MOROCCO REVOLT. "

London, Sept. 3.

The latest oflleial report from Madrid speaks of a slight im- provement in the situation in Morocco, but the fact that the situation is still serious is indicated by the announcements from Tangier.

The diplomatic correspondents in London deal with the politien! renetion in the European Chancelleries, in the event of the Spanish withdrawal from an appreciable portion of the protectorate, which is in no wise unexpected. They point out that the quedion of the repartition of Morocco will affect the vital interests of the Mediter- ranean powers, Britain and also America. On economic and juridical grouds it is believed that the Spanish reluctance to make unduly heavy efforts for the sake of the retention of the present large zone, kas considerably increased since the conclusion of the Tangier conven- tion last year, under which Spain's claim to the premier position in Tangier was virtually subordinated to that of France,--Renters

THE SUDAN PROBLEM.

London, Sept. 3. Interviewed by the correspondent of the Daily Exprees in Paris, Mr. Ramsay Macdonald declared that-Zaghtul had ignored his last Invitation to come to London. At the same time he was convinced that the recent disturbances in the Sudan were engincereit by mem- bers of the Egyptian Government. He added that despite the original intention to maintain the status quo pending the discus sions, he was obliged to strengthen and determine the British posi tion in the Sudan.-Reuter.
